The legislature is the most guilty, in these matters. It’s their constitutional role that has failed.
The committee chairman asks students to ask how these monies are spent. The students have no such power to demand an answer. The legislature has the full powers and indeed the duty. They should do their job and stop passing the buck to the poor students.
